The exceedances you see on this page are proof that the control system works — not the opposite.

ARPACAL collects and analyses bathing water samples in its own Accredia-accredited laboratories, following the same procedures used throughout Italy (Italian D.Lgs. 116/2008 transposing EU Directive 2006/7/CE). Sampling methods, times and locations are set by law. ARPA publishes the analyses on the Bathing Water Portal of the Italian Ministry of Health within 48-72 hours of sampling. When you see an "exceedance" here it means the system identified a problem and made it public, even when the value is embarrassing for the area.

Bathing-water analyses are the only public and verifiable data that exists on the quality of the water where you swim. The technical sampling protocol is identical across the EU: every monitored point follows the same procedure as the Piemontese, Sardinian, Apulian or Venetian ARPA.

Two integrated sources. The data on this page come both from the Bathing Waters Portal of the Italian Ministry of Health (SiNAB database) and directly from the files that ARPACAL publishes every week on its own regional page. The distinction matters: routine samples from the annual plan reach the ministerial portal within 48-72 hours; the supplementary re-samples (ARPACAL re-sampling events triggered by an exceedance, to check whether the problem persists until the value returns within limits) are instead published directly on the weekly ARPACAL files. In the table below, each row shows in the «Type» column whether the sample is Routine or Supplementary (1st, 2nd...) and, in the same cell, the source badge (Min. Health or ARPACAL). Multiple consecutive non-compliant supplementary samples on the same point mean that the mayor’s temporary bathing ban remains in force for the entire re-sampling cycle (Italian D.Lgs. 116/2008 art. 5(b) and art. 10; M.D. 30/03/2010): Supplementary 1st within 72 hours, Supplementary 2nd within 7 days, and so on until the first compliant sample. If end-of-season accumulated exceedances bring the area into the “Poor” class, a bathing ban applies to the whole following season (art. 8(4)); five consecutive seasons in the Poor class lead to a permanent ban.

How ARPACAL samples and analyses the water (regulatory detail)

Regulatory references. EU Directive 2006/7/EC on bathing water quality, transposed in Italy by Legislative Decree 116/2008 and Ministerial Decree 30 March 2010 (technical implementation). Laboratory methods are accredited ISO 17025 by Accredia.

Sampling frequency

  • 1 pre-season sample 10-20 days before the start of the bathing season (in Calabria around 15-30 April).
  • At least 1 sample per month during the season, with interval never exceeding 30 days between consecutive samples. Typical total: 4-5 samples per season per area.
  • Extraordinary samples after pollution events, reported spills, heavy rain, mayoral closure ordinances. Areas classified as "poor" (the lowest category) follow an increased frequency, even bi-weekly or weekly.

Technical sampling procedure

  • Depth: the sample is taken about 30 cm below the surface, at a point where water depth is at least 1 metre.
  • Location: at the representative point of the coastal stretch (the most frequented by bathers). Sampling-point coordinates are geolocated and published.
  • Container: sterile bottle, typical volume 1 litre, transport to the laboratory within 24 hours under refrigeration 2-8 °C (D.M. 30/03/2010, annex C).

Microbiological parameters and thresholds

  • Escherichia coli: legal limit 500 CFU/100 ml for the "Good quality" category (marine waters). Method UNI EN ISO 9308-3.
  • Intestinal enterococci: limit 200 CFU/100 ml for "Good quality". Method UNI EN ISO 7899-1.
  • For the annual classification of an area, the 95th and 90th percentile of the sampling series of the last 3-4 years is computed; a single exceedance does not automatically trigger downgrading, but activates re-sampling within 7 days.

Publication and accessibility

Results are published on the Bathing Water Portal of the Italian Ministry of Health within 48-72 hours of analysis completion. The same portal is the data source of this page, updated automatically every day (date and time of the last refresh are shown at the top of the page). For bathing bans, mayoral ordinances published on the Ministry portal are authoritative.

Triangles are the areas currently closed to bathing according to the Ministry portal status: they answer the question «can I swim here today?». Red = closed for pollution, yellow = closed for other reasons.

Bathing bans 2025 for pollution

Mayoral ordinances issued during the season for temporary bathing bans, as reported by the Bathing Waters Portal of the Italian Ministry of Health. They are management measures (art. 5(b) Italian D.Lgs. 116/2008): they may follow a documented microbiological exceedance or be precautionary (e.g. a spill detected at a river or channel mouth) and are not always accompanied by a published lab analysis — the ordinance itself is the official act banning bathing. A ban remains in force until the first compliant re-sample.

* Rain ≥ 10 mm in the 24 hours preceding the sample. During intense rainfall, combined sewer overflow (CSO) outlets open to prevent flooding, discharging a rain+untreated-sewage mix at sea (Italian D.Lgs. 152/2006 provides for this as emergency discharge). Bans marked with an asterisk may have been caused by this mechanism — a meteorological event, not a structural treatment failure. Rain close to zero or absent instead indicates a structural origin of the discharge (undersized treatment plant, network leak, abusive discharge).

For 16 of these areas the portal also publishes the ordinance that imposed the ban: next to the name you find since when it has been in force (hover for the full date and number). These are not closures from the past few days: the oldest dates back to 2011, and none of these ordinances has an end date.

Note on combined sewer overflow (CSO). During heavy rain, the overflow weirs of combined sewer systems open to avoid flooding, discharging a mix of rain and untreated sewage to the sea. It is not an abuse: it is foreseen by Italian Legislative Decree 152/2006 as an emergency discharge. ARPACAL samples taken the day after rain > 10 mm should be read in this light: the exceedance reflects the weather event, not a structural treatment failure. For exceedances without significant rain, instead, the likely cause is untreated discharge (undersized treatment plant, network leak, or illegal discharge).
